The problem it solves

Dogs trained exclusively on visible equipment learn to bite the equipment. Take the sleeve away and many of them hesitate, circle, or do nothing at all. It is one of the most common failure points in sport-trained dogs, and it does not surface until the moment it matters. A hidden sleeve puts the dog in front of a person in casual clothes, with no visual cue, and shows you the truth.
